With effect from 15 July 2008 Sofrana will be introducing a Late Receival Fee across all main PNG ports for all export cargoes, at the following rates:

Kina 100 per 20â?? Container and/or Kina 200 per 40â?? Container

Kina 6.00 per revenue tonne for break bulk

The introduction of this charge arises from a need to minimize the shipâ??s time in port by improving the operational productivity of cargo operations. Over the past few years we have seen a substantial increase in liner cargo moving in and out of PNG, resulting in frequent Port Congestion and consequently regular departure delays for our vessels. One way of improving our productivity is to pre plan and then execute our cargo receivalâ??s better. This important objective can only be achieved with your assistance. Too frequently export cargoes are still being delivered to the ship, whilst the ship is working in the Port, pulling valuable labour away from the ship cargo operation.

These new measures should allow us to clear each port as per our pre plan schedule, thereby reducing Port Congestion to other users.

We will continue to pre-set and advertise our export cargo cut off one week prior to the vessels arrival at the particular port, to allow our export customers plenty of time to get the cargo in as early as possible. However, we will move to and introduce a rigid cargo cut off policy of:

Morning arrival of Ship, up to 1600hrs Pilot â?? Cut Off preceding day at 1630 hrs Afternoon arrival for the Ship after 1700hrs Pilot â?? Cut Off, same day at 0800hrs

Cargo delivered outside, the aforementioned periods will upon application and if approved, will incur the Late Receival Fee, without exception.

This policy has not being established to collect additional revenue, but purely designed to improve our operational productivity & schedule integrity. Sofranaâ??s objective is to have all cargo received during the receival window.
